LESSON 4 / 6 · Sector reinforcement
Build the sector response — Media & communications
Build the sector response in media & communications. Worked case, method, model answer and quiz.

By the end of this lesson, you will be able to write a sector response with verifiable commitments.
Common to all countries
Write an answer the evaluator can follow
Organise the response around the published questions and scoring structure. For each claim, explain the action, responsible role, timing, supporting evidence and benefit to the stated need. Avoid filling the page allowance with company history. Evaluators should be able to find the answer without reconstructing it from disconnected attachments.
Distinguish an existing capability from a proposed commitment. Name resources only when their availability is confirmed. A demonstration, sample or workplan should show the requested scenario and the offered configuration. Add a mobilisation sequence and handover responsibilities so the delivery team can fulfil the commitments if the bid succeeds.
Worked example — Produce a public-information campaign
This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.
Present the audience insight, a sample narrative, the production schedule and approval gates for script, storyboard and final cut. Name included revision rounds and show how captions and factual checking enter the workflow before final export.
Use a delivery register of approved versions, technical formats, caption files, source files and rights records. Report campaign reach separately from evidence of understanding or behaviour; never attribute every change to the campaign without a defensible method.
Country specific — what to verify
Check copyright, image and personality rights, advertising restrictions, required languages and accessibility rules in the relevant territories. WIPO explains the concepts but national law and licences determine permitted uses. A public buyer’s request does not remove third-party rights.
Copyright, image rights and media-specific rules. Use the destination-country module and the actual tender pack. The sources below are references with their own scope; they do not form a single worldwide regime. For the general method, revisit the foundations.
Put it into practice
Draft a 120-word response paragraph and three milestones. Link each milestone to an action, an owner and proof of the result. Ask the person delivering the work to review it.
Model answer
Present the audience insight, a sample narrative, the production schedule and approval gates for script, storyboard and final cut. Name included revision rounds and show how captions and factual checking enter the workflow before final export. The paragraph should explain the mechanism instead of asserting “quality guaranteed”. Acceptance evidence must match the actual commitments offered.
Keep this worksheet in your working file. The quiz below checks the lesson’s decisions; passing it is neither a professional qualification nor a guarantee of an award.
