Follow the published evaluation structure and page limits. For each answer, connect a need, action, resource, timing and proof. Translate meaning as well as words: a local term for acceptance, a professional role or an administrative document may not match the term used in the supplier’s home market.

Apply these points to the dossier

Record the accepted response language, prescribed templates, technical standards and evidence formats. Establish whether an equivalent standard or alternative solution is permitted and how equivalence must be shown. A recognised label, a technical standard and a legal authorisation answer different questions. Do not silently alter a requirement to match the product you already sell.

Use the Norwegian rules implementing the applicable EEA framework. Do not assume that an EU member’s national forms, thresholds or appeal timetable are the Norwegian ones.

Worked example

This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.

The fictional tender allocates 40 points to implementation and asks for a six-page method. Atelier North proposes twelve pages of generic company information and says its standard product is “equivalent”, without a comparison.

Model answer

Use the required format and concentrate on the implementation question. If equivalence is permitted, create a requirement-by-requirement comparison with verifiable evidence. Assign page space to the scored topics and explain resources, milestones and tests. An unsupported equivalence claim and excess pages are not strengths.

Put it into practice

Draft a six-heading response plan with page budgets totalling six pages. Write one 100-word evidence-based paragraph and one equivalence-matrix row, including the condition that permits the alternative.
