Write an offer the evaluator can assess
Answer the exact question with a credible method, relevant evidence and commitments that delivery and finance can support.

A technical response is a description of how you will deliver this contract, supported by evidence. Its reader should not have to reconstruct your approach from a brochure, unexplained attachments and broad claims.

Work backwards from the question
Read the full question, any subquestions, the scoring guidance and the response limits. Write a short answer plan before drafting. Allocate space to what is actually being assessed, while still addressing every required part. A heavily weighted question deserves preparation time; a mandatory condition still needs attention even if it carries no points.
In its own procurement context, the World Bank’s rated-criteria guidance explains the role of disclosed, weighted non-price criteria. The transferable lesson for a writer is to address the stated assessment with clear evidence. The buyer’s actual scoring model remains specific to the procurement.
Build each answer from five elements
Use commitment → method → resources → evidence → measurement as an internal drafting aid. You do not need these five headings in every submission; use the buyer’s required structure.
A commitment says what you will provide. The method explains how. Resources identify who and what make it possible. Evidence supports the claim. Measurement describes how performance will be observed. If one element is missing, ask whether the reader has enough information to trust the promise.
Worked example: replace a vague promise
Weak answer: “Luma puts customers first and offers rapid mobilisation through its highly skilled team.” It does not explain what will happen, who will do it or how readiness is demonstrated.
Stronger fictional answer: “Our mobilisation lead will agree the equipment inventory and access arrangements before the first planned visit. The delivery manager will assign the confirmed rota and brief each technician on site constraints. We will record completion of the inventory, access checks and briefings in a readiness checklist reviewed with the contract contact. An anonymised checklist from a comparable assignment is attached in the permitted evidence section.”
This is more assessable because it makes the work visible. It is not a universal model answer: Luma must adapt dates, responsibilities and evidence to the actual question, contractual timetable and scoring instructions. The attachment must exist, be relevant and be permitted.
Keep evidence precise and honest
For a reference, explain the comparable scope, your actual role, the period and a result you can substantiate. Distinguish a historical result from a proposed target. “We aim to reduce interruptions” is not proof that you already reduced them by a stated percentage.
Do not invent client quotes, certifications or metrics. If you use an AI writing assistant, check every factual claim and ensure confidential tender or client information is handled within your organisation’s rules. A fluent sentence can still be unsupported or inconsistent with the proposed service.
Review as a delivery team and as an evaluator
First ask delivery and finance whether the commitments can be staffed and paid for. Then ask a colleague who did not write the response to locate the answer to every subquestion. Remove repeated sales language that uses the word allowance without adding evidence.
Check that the same staff, hours, quantities and dates appear across the technical proposal and price schedule. If your answer promises a full-time manager but the price funds only a few hours per week, resolve the contradiction before submission.
Country specific — what to verify
Check language and format requirements, allowed attachments, reference and certification rules, treatment of variants and equivalence, and any restrictions on clarification after submission. Verify sector-specific standards and requirements for environmental or social claims.
Do not assume the evaluator can follow an external link or award credit for information outside the requested response. Use the submission instructions to decide where evidence belongs.
Put it into practice
Choose one scored question. Draft a response plan using the five elements, then ask a colleague to mark each statement as a commitment, method, resource, evidence or measure.
Self-check: your answer should explain how the particular requirement is met. Replace one unsupported adjective with a verifiable fact, and obtain delivery approval for one resource commitment. Persuasion becomes stronger when the proposal is easier to assess and believe.
