Build an opportunity pipeline you can actually use

Find relevant notices, distinguish future demand from live competitions and keep a short, reliable opportunity list.

A good search process produces a manageable list of opportunities worth examining. The target is not the largest number of alerts; it is a steady supply of relevant, current information that someone acts on.

Describe your market in the buyer’s language

Write a short search brief before setting alerts. Include the problems you solve, services or products you can deliver, locations you can cover and contract sizes your team could realistically support. Add exclusions: Luma maintains equipment but does not undertake major building works, for example.

Buyers may use different words from your sales team. Test “maintenance”, “servicing”, “repair” and names of the equipment concerned. Where a portal uses classification codes, inspect the categories attached to relevant past notices and combine them with keywords. A classification is a search aid, not evidence that every result fits your business.

Create one broad discovery search and a few narrower searches for strong fits. Review false positives and missed opportunities periodically. If every alert requires ten minutes of interpretation, refine the search rather than asking the team to read faster.

Separate three kinds of information

The Scottish Government’s market-research guidance encourages suppliers to understand buyers and their purchasing activity. Use that research to distinguish information with different purposes:

A historical contract end date can suggest a period to watch. It does not prove that a replacement competition will occur on your forecast date: extensions, changed needs or different arrangements may affect it.

Verify before handing work to the bid team

For each candidate opportunity, open the official notice and current documents. Confirm the buyer, scope, location, lot, stage, deadline and submission route. A discovery platform can find the notice while another system receives the response. Scotland’s PCS-Tender guidance provides one concrete example of a tender system with its own access and response process.

Create a short record with the official link, date checked, fit summary, owner and next action. Keep estimates labelled as estimates. Link amendments to the same record so the team does not prepare against an obsolete copy.

Worked example: three alerts, three actions

Luma receives an award notice for an old library contract, a live notice for equipment maintenance in its service area and a future notice about major construction. It saves the award for market research, sends the maintenance opportunity for an initial bid decision and excludes the construction notice from its active pipeline.

That is useful filtering even though only one alert becomes a possible bid. Luma then assigns someone to download the maintenance documents and verify whether the work includes equipment it cannot service. The next step is explicit and small enough to complete.

Country specific — what to verify

Find the official publication portals for the buyer and contract type. Check whether notices are split across national, regional or sector systems, which classification vocabulary is used and whether registration is needed to access documents or updates. Confirm the permitted forms of early market engagement and use published channels.

A conversation at an industry event is market information, not permission to ignore a later competition’s rules. Keep research ethical and avoid seeking confidential information about competing offers.

Put it into practice

Find three notices and label each as future demand, a current competition or an outcome. For the strongest current match, record the official source, the current deadline and its time zone, one reason it fits, one uncertainty and a person responsible for the next check.

Self-check: if your list contains only titles and values, it is a reading list. Add enough information to answer “what should we do next, and who will do it?” Review the search weekly at first, then adjust that rhythm to the volume and pace of your market.
