Read the purchase as a delivery system

Start by separating the public-service outcome from the things the supplier will deliver. Then identify the contractual boundary: what is included, what is supplied by the buyer, and what depends on another contractor. A framework agreement, a one-off order and a recurring service can create different commitments. Read the actual ordering and volume terms before treating an estimated amount as guaranteed revenue.

Make a stakeholder map with four columns: operational need, technical validation, purchasing authority and acceptance. One person may hold several roles; record the evidence for their authority. Use the formal clarification route even when an operational contact is helpful. Early commercial enthusiasm should not become a promise that the delivery team has never reviewed.

Worked example — Improve municipal waste collection data

This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.

A municipality wants reliable collection and better evidence of material destinations across several facilities. The service combines physical operations with measurement. “Greener service” becomes useful only when the baseline, boundary and evidence are defined.

Map the service owner, site managers, authorised transport and treatment operators and reporting team. Identify who controls the containers, records weights and validates the final destination data.

Country specific — what to verify

Determine the waste classification, permits, traceability documents and destination rules applicable to the actual flow. Water, energy and waste activities have different regulatory boundaries. Verify the buyer’s procurement regime separately from operating authorisations and environmental evidence.

Put it into practice

Write a ten-line brief: desired outcome, included scope, dependency, four roles and one decision needing clarification. Add one concrete reason to bid and one reason to stop.

Ask for the baseline, denominator, period and verifiable treatment definition.
