Read the purchase as a delivery system

Start by separating the public-service outcome from the things the supplier will deliver. Then identify the contractual boundary: what is included, what is supplied by the buyer, and what depends on another contractor. A framework agreement, a one-off order and a recurring service can create different commitments. Read the actual ordering and volume terms before treating an estimated amount as guaranteed revenue.

Make a stakeholder map with four columns: operational need, technical validation, purchasing authority and acceptance. One person may hold several roles; record the evidence for their authority. Use the formal clarification route even when an operational contact is helpful. Early commercial enthusiasm should not become a promise that the delivery team has never reviewed.

Worked example — Train 80 staff in a new work process

This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.

A public body wants 80 staff to perform a new administrative process accurately. It buys learning outcomes, supported by training delivery and assessment. Attendance is necessary evidence of participation but does not prove competence.

Map the training sponsor, process owner, learners, accessibility contact and person validating materials. Establish who supplies the authoritative process and who approves assessment criteria before course production.

Country specific — what to verify

Check any required training-provider registration, qualification recognition, accessibility and learner-data rules. If children or vulnerable learners are involved, verify safeguarding responsibilities and evidence separately. Do not describe a non-accredited course as a regulated professional qualification.

Put it into practice

Write a ten-line brief: desired outcome, included scope, dependency, four roles and one decision needing clarification. Add one concrete reason to bid and one reason to stop.

The decision remains conditional while this dependency is unresolved: “Certification at completion” does not say whether the buyer expects attendance confirmation, assessed completion or an externally recognised credential. Clarify the expected status before promising a certificate.
