Common to all countries
Begin with the identity of the buyer, not the language of the notice. Record its legal name, level of government, contracting role and place of performance. A public hospital, utility or publicly financed organisation may need a different scope analysis from a central ministry. The supplier’s home country is another fact, not the answer to which procurement law applies.

Distinguish Sweden’s Public Procurement Act (LOU) and utilities procurement act (LUF), as relevant. The National Agency for Public Procurement provides guidance; the notice identifies the authority and applicable procedure.
The agency explains that Sweden has no single national procurement-notice database. Notices are published in registered databases, with relevant higher-value notices also on TED. A search of one provider may not cover your entire market.
Apply these points to the dossier
Create a jurisdiction card with six fields: authority, procurement category, legal basis, funding conditions, procedure identifier and official document source. Mark unknowns explicitly. Follow the notice to the governing text and current guidance, recording their dates. If a central purchasing body acts for several users, identify who awards the agreement and who can place an order under it.
This country applies domestic procurement rules within the relevant EU framework. Buyer category, value, contract type, exemptions and market-access coverage still need checking. TED publication is not a substitute for national rules or the buyer’s instructions.

Worked example
This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.
Atelier North, a fictional supplier, finds an English summary for equipment at two public sites. The summary names a regional organisation, while a linked form refers to a central purchasing body. The team labels it “central government rules” without reading the arrangement.
Model answer
The label is premature. Identify the legal contracting authority, the arrangement and the users before selecting the rules. Keep the English summary as a discovery aid and use the authoritative dossier. The completed card should distinguish known facts from the unresolved award/order relationship; it must not silently choose the simpler regime.
Put it into practice
Complete the six-field card for one current notice in the target country. Cite the notice field or document supporting each entry. Write one question if the buyer’s role or funding framework remains unclear.
Country application. Add a check drawn from the context above and its source to your worksheet. For example, what action follows from this point: “The agency explains that Sweden has no single national procurement-notice database. Notices are published in registered databases, with relevant higher-value notices also on TED. A search of one provider may not cover your entire market.”? A successful answer specifies a verifiable action, an owner and a document or status to check, rather than merely copying the portal name.
