Assemble, review and submit — Portugal

Objective: Complete and evidence submission through the actual local channel.

Common to all countries

Treat submission as a controlled operation. The authorised user, correct legal entity, final files, electronic forms and prescribed receipt must agree. Establish an internal cut-off before the official deadline, allowing time for upload, validation and correction where permitted.

Country specific — what to verify — Portugal

Identify the electronic platform designated in the invitation and follow its supplier-registration and signing instructions. Researching a contract on BASE does not submit a bid or enrol the company in another platform.

BASE centralises information on formation and execution of public contracts and is managed by IMPIC. It is useful for buyer and award research, but the current notice identifies the competition and response platform.

Apply these points to the dossier

Check the receiving system, accepted file types, signing requirements, envelope structure, time zone, final sending action and modification/withdrawal rules. Use the platform’s current instructions. If an incident occurs, preserve timestamps and evidence and contact the prescribed support immediately; a malfunction does not automatically grant an extension or authorise an alternative email submission.

This country applies domestic procurement rules within the relevant EU framework. Buyer category, value, contract type, exemptions and market-access coverage still need checking. TED publication is not a substitute for national rules or the buyer’s instructions.

Worked example

This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.

Atelier North uploads its offer at 14:20. The dashboard still says “draft”; a final send action remains. The official deadline in this fictional case is 15:00 in the portal’s stated time zone. The team leaves after seeing all files in the workspace.

Model answer

The offer has not been shown to be submitted. Complete the required final action and verify the resulting receipt, timestamp, entity, competition and file list. Reopen or inspect the submitted package where the system permits. Store the evidence with the final version. A workspace screenshot of draft files is not equivalent to a submission acknowledgement.

Put it into practice

Write a ten-step submission runbook for the country’s actual platform, using its current guide. Include an authorised backup person, internal cut-off, evidence to retain and a permitted incident route. Do not create a live bid just to practise.

A successful answer specifies a verifiable action, an owner and a document or status to check, rather than merely copying the portal name.
