Reconstruct the published evaluation method before reacting to the ranking. Check admissibility, criterion scores, weighting, arithmetic and any minimum quality gate. A lower price does not necessarily win when quality is also scored. Keep commercial disappointment separate from an evidenced procedural concern.

Apply these points to the dossier

Read the local notice of decision, reasons and available review instructions promptly. Establish the competent forum, standing, triggering event, deadline and any suspension effect using current official guidance and qualified advice where needed. A debrief request and a legal challenge are different actions; do not assume one pauses the other’s time limit. An award announcement also does not necessarily authorise immediate work.

Worked example

This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.

The fictional scoring gives 60 points for quality and 40 for price. Atelier North receives 48 + 40 = 88. A competitor receives 57 + 32 = 89. The team wants to challenge only because its price was lower.

Model answer

Under these stated scores, the competitor ranks first by one point. The lower price is not itself evidence of an error. Request the permitted feedback, compare the reasoning with the criteria and preserve any concrete inconsistency. If considering a challenge, check the local route and clock immediately rather than waiting for informal discussions.

Put it into practice

Recalculate the two totals, identify the decisive quality gap and write three factual debrief questions. On a real decision, locate the review instructions and record the triggering event without assuming a deadline from another country.
