Common to all countries

Build a reusable company evidence library, then create a tender-specific selection from it. For each item record the holder, issuer, scope, issue date, validity and language. A declaration states information; a certificate supports a particular fact; a technical report concerns a product, process or result. These are not interchangeable.

JEDZ is the Polish ESPD resource. Check the tender’s exclusion and selection declarations and the evidence needed from consortium members or supporting entities rather than assuming one form covers everyone.

Apply these points to the dossier

Read what must be available at application, offer, pre-award verification and contract start. Check permitted foreign equivalents, translation requirements and how the buyer verifies evidence. In EU procedures, ESPD and e-Certis can help with declarations and identifying documents; they do not remove underlying eligibility requirements or create a universal product licence.

This country applies domestic procurement rules within the relevant EU framework. Buyer category, value, contract type, exemptions and market-access coverage still need checking. TED publication is not a substitute for national rules or the buyer’s instructions.

Worked example

This is a fictional teaching case. Quantities, prices and contractual conditions below are assumptions for the exercise, not legal requirements or market benchmarks.

The fictional tender requires evidence valid at the specified verification date. Atelier North has a certificate expiring before that date, a translated company brochure and an unsigned partner commitment. The bid library marks all three “ready”.

Model answer

Reclassify the certificate as renewal required and verify the exact acceptable proof and timing. The brochure is not a substitute for a certificate. The partner commitment remains unconfirmed. Give each gap an owner and deadline and decide whether it can be resolved before making the relevant declaration; do not claim compliance you cannot support.

Put it into practice

Create an eight-row evidence register for your company. Include legal identity, financial information, professional capacity, two references, one partner commitment, technical evidence and signing authority. Mark the tender stage for each.

Country application. Add a check drawn from the context above and its source to your worksheet. For example, what action follows from this point: “Prepare the correct organisation account and signing method under the current platform instructions. Verify the tender’s required electronic form and test the actual file types before the deadline.”? A successful answer specifies a verifiable action, an owner and a document or status to check, rather than merely copying the portal name.
